The system is accessible to the personnel of Barangay Talipapa, there are three types of personalities involved in the system, namely: Constituents who request for records or edit on personal information, the User or Barangay Personel, the one responsible for managing and handling the records that would be stored within the system’s database, the Barangay Secretary, the one responsible for approval and accessing the records before release.

The main job of the User is to upload files that had already been approved by the Secretary, they are the only ones who are able to modify, edit, delete and upload new and existing records. The system mainly relies on the last two figures in order to function efficiently and properly. The proposed system is an information system headed for constituents of Barangay Talipapa. It is intended for the workflow of Barangay Talipapa only and the prospective users should be computer literate and works within a department of barangay.

The user’s job should directly be related to records management or knowledgeable on the said field. The proposed system would monitor and manage records within the barangay, giving the users a username and password account for increased security and confidentiality on certain records. The records will then be stored and will be available for retrieval upon demand. The common users may browse and view records. The system would innovate the current trends of managing the records within Barangay Talipapa.
